It's entirely possible that he's telling the truth and Roy did in fact tell him this, but it would have been exaggerated bragging. Sammy tells a story that seems similar where he met Roy and Roy bragged about his crew killing hundreds and they'd take people randomly to kill to keep the crew sharp.
There's several possible sources for this. However some things I question are when it says the crew used to kill random people off the streets for “practice” That is a number they were working for in the early 90's when Murder Machine was written, but it's not a number that sounds reasonable today. The FBI file on Roy has teh number of possible murders attributed to the crew grow steadily larger, until it hit around 200. After that, there are no names, and only vague references. The number of killed by his crew (which includes Roy and other crew members actually) is over 70. Roy was known to brag about having personally shot 38 people, which sounds about right.
